What is a EUR1 Document?

A EUR1 Movement Certificate (commonly referred to as EUR1) is a customs document used to claim preferential duty rates (often reduced or zero customs duties) when exporting goods between countries that have a preferential trade agreement with each other.
It's part of the system of preferential origin, meaning the goods must originate in the exporting country and meet certain rules of origin criteria under the relevant trade agreement.
 

Who Needs a EUR1 Certificate?

  • Exporters: Companies exporting goods from one country (typically in the EU, EFTA, or UK) to a partner country with a preferential agreement.
  • Importers: Use it to claim reduced or zero tariffs on imports if their supplier provides a valid EUR1 certificate.

When is a EUR1 Used?

A EUR1 certificate is used:
  • When exporting goods to countries that have a trade agreement with the exporting country (e.g., EU → Switzerland, UK → South Korea, etc.).
  • To prove the preferential origin of the goods and qualify for lower tariffs.
  • For commercial shipments usually above a certain value (e.g., over €6000 in many cases; below that, a simple origin declaration may suffice).
 

How to Get a EUR1 Certificate

  1. Apply at your local customs office or through an authorized freight forwarder.
  2. Provide documentation proving the origin of the goods.
  3. Customs reviews the application and stamps the certificate.
  4. Include the certified EUR1 with the export documentation.

Alternatives

  • Invoice declaration: For smaller consignments (typically under €6,000) or if the exporter is an approved exporter, they may make a declaration directly on the invoice instead of needing a EUR1.


Example

Let’s say you are a German company exporting machinery to Switzerland. If the goods are of EU origin and qualify under the EU-Switzerland free trade agreement, you can apply for a EUR1. This document allows your Swiss customer to pay reduced or no import duties.
